The Paraguay–Paraná Waterway constitutes one of the solutions for strengthening the participation of the Bolivian State in the shipping and merchant marine sector through foreign trade, thereby strengthening ties and integration with neighboring countries.

The motivation for using the Waterway has been a constant consideration for the various participants in international trade, such as shipping agencies, shipping lines, and others, always with the aim of improving the competitiveness of this alternative route for the movement of goods in and out of the country through this natural waterway to the Atlantic Ocean, which has been recognized by the international community.

It is important to describe, through this publication, the significance of the Paraguay–Paraná Waterway as a viable alternative for Bolivian foreign trade. The Bolivian port system has three ports under development and in effective operation along the Tamengo Canal: Puerto Aguirre, Puerto Jennefer, and Puerto Gravetal. These ports handle approximately 1.5 million tons of cargo, of which one million tons correspond to exports and half a million tons to imports.

The importance of this navigable waterway lies in its role as a means of transportation, serving as a driver of economic development and regional integration. It also promotes the development of Bolivia’s Maritime, River, Lake, and Merchant Marine Interests. At the same time, it encourages greater competitiveness among our shipping operators and the continuous improvement of their quality management systems.

Likewise, under the leadership of the Maritime Authority, the Paraguay–Paraná Waterway is currently considered a priority for Bolivia because it represents a major “development hub,” through the creation of numerous direct and indirect employment opportunities, both in infrastructure construction and through the services that could be expanded through greater-scale use of this transportation route.

Developing merchant marine activity on the Paraguay–Paraná Waterway constitutes an economically viable opportunity and increases the country’s prospects for developing its Maritime Interests. Among other benefits, it contributes to the consolidation of Bolivian sovereignty and the generation of substantial volumes of export cargo through waterborne transportation, making this river corridor enormously significant.
