NEW INTERNATIONAL MANUAL SETS A ROADMAP FOR GENDER EQUALITY IN THE MARITIME SECTOR
A new Manual on Gender Mainstreaming in the Maritime Sector has been launched by the International Maritime Organization (IMO), in collaboration with the World Maritime University (WMU). The publication aims to serve as a practical tool for promoting structural change within the industry.
The document, authored by Professor Momoko Kitada, who was also awarded the IMO Gender Equality Award 2026, is the first publication of its kind specifically focused on addressing the gender gap in the maritime sector. Women currently represent only 1% of the global maritime workforce and hold just 19% of ministerial positions related to the sector.
The manual promotes a comprehensive, results-oriented approach, encouraging organizations to move “beyond rhetoric” toward concrete and measurable actions. In this regard, IMO Secretary-General Arsenio Domínguez emphasized that gender equality should not be viewed as a secondary objective, but rather as a fundamental strategy for strengthening the safety, efficiency, and sustainability of the global maritime sector.
Initially available in English, the publication provides practical guidance for maritime administrations, shipping companies, ports, shipyards, and training institutions. It covers key areas such as policy design, recruitment processes, training, workplace safety, and leadership development. It also includes specific tools for gender analysis, action plan development, and monitoring and evaluation mechanisms.
This new resource is positioned as a key instrument for advancing a more inclusive and equitable maritime sector, in line with the Sustainable Development Goals and international commitments to gender equality.
The Network of Women of Maritime Authorities of Latin America values this initiative as a significant contribution to strengthening institutional capacities and promoting greater participation of women at all levels of the maritime sector.
