RED MAMLa PARTICIPATES IN THE 25TH ORDINARY MEETING OF ROCRAM IN PERU AS A PERMANENT OBSERVER

The Network of Women of Latin American Maritime Authorities (Red MAMLa) participated as a Permanent Observer in the 25th Ordinary Meeting of the Operational Network for Regional Cooperation among the Maritime Authorities of the Americas (ROCRAM), held from October 21 to 23, 2026, in Lima, Peru. The meeting brought together representatives of the region’s Maritime Authorities and international organizations associated with the maritime sector.

The meeting was inaugurated by Admiral Javier Bravo de Rueda Delgado, Commander General of the Peruvian Navy. The General Directorate of Captaincies and Coast Guard of Peru (DICAPI), headed by Vice Admiral Oscar Alejandro Torrico Infantas, served as ROCRAM’s General Secretariat for the 2025–2026 biennium.

During the working sessions, delegations addressed key priorities for regional maritime cooperation, including maritime safety and security, the preservation of the marine environment, maritime and fisheries training, technical assistance, and strengthening cooperation among the Maritime Authorities of member states.

Representing Red MAMLa was its Vice President, Camila Almario, International Affairs Advisor at Colombia’s General Maritime Directorate (DIMAR). She presented the report “Progress, Regional Assessment, and Mechanisms for Inclusive Maritime Governance” during the session dedicated to gender-related issues.

Her presentation provided an overview of Red MAMLa’s history and achievements since its establishment in December 2017, as well as the main challenges to strengthening women’s participation in the maritime sector.

It also addressed background information on the Second IMO-WISTA Women in Maritime Survey, which highlights persistent gender gaps in operational roles and decision-making positions.

In this context, Red MAMLa put forward proposals aimed at strengthening regional cooperation on gender equality. These included promoting greater participation of women professionals in delegations to international organizations and forums, strengthening the representation of Maritime Authorities within the Network, and advancing the implementation of its regional strategy through indicators that would make it possible to assess progress.

The 25th Ordinary Meeting of ROCRAM concluded with the transfer of the General Secretariat from Peru to the Argentine Naval Prefecture, which will assume this responsibility for the 2027–2028 biennium.

Red MAMLa will continue to promote women’s participation in these regional cooperation forums, strengthening institutional ties and advancing the visibility, recognition, and professional development of women, with the goal of building a more inclusive, safe, and sustainable maritime sector.
