PARAGUAY HELD THE III INTERNATIONAL CONGRESS ON MARITIME LAW

With resounding success, the III International Congress on Maritime Law was held on October 21st at the imposing Central Bank of Paraguay.

This important event was organized by the Center for the Study of Maritime Law of Paraguay, the Ibero-American Institute of Maritime Law and World Waterways and Maritime Paraguay. It was attended by more than 800 participants, mostly students of law, international commerce, and professionals of the fluvial-maritime, port and logistics sectors, both in person and virtually.  

It also had the support of important institutions and organizations such as: Command of the Paraguayan Navy; General Naval Prefecture; Command of Naval Teaching Institutes; Faculty of Law and Social Sciences (U.N.A.); MERCOSUR Permanent Review Tribunal; MEJILLONES Port Complex and Red MAMLa.

This event had two important thematic axes circumscribed to:

  • "HYDROWAY: Key for the economic development of the country and the region".
  • "BIOCEANIC CORRIDOR: A project that will connect the heart of South America with the world".

There was a full and very interesting agenda of presentations given by 21 exhibitors from Argentina, Bolivia, Brazil, Chile, Paraguay and Uruguay.

Representing the Network of Women Maritime Authorities of Latin America (MAMLa Network), the Director of the Mentoring Committee, Lt F JM Leticia Meza, Alternate Representative of the Republic of Paraguay to the Network, was a speaker. It is important to highlight that the aforementioned Director was the only speaker at the International Congress.

Lt F JM Leticia Meza facilitated the topic: "COMMENTS ON THE NEW TECHNOLOGIES FOR A MORE ECOLOGICAL FLOW-SEA TRANSPORTATION", developing a summary that included an introduction, global, regional, national context and finally a conclusion. In this line of thought, emphasis was placed on strong ideas such as: United Nations Organization, Agenda 2030, ODS, International Maritime Organization, MARPOL Convention and its Annexes, CONVEMAR, River Transport Agreement by the Paraguay - Paraná Waterway, RIOCON 1, 2 and 4, legal regulations in force in the Republic of Paraguay. 

In the spirit of regional integration, members of the MAMLa Network had the opportunity to participate virtually in this important Congress. They were: Katerine Fortich and Mildred Pacheco from Colombia, Wendy Palma from El Salvador, Carla González from the Dominican Republic and Lizzette Carrero from Venezuela. 

In this way, Red MAMLa works for and for the region in a strong, sustained and congruent manner, complying with its Statutes, Regulations, Code of Ethics, Strategic Axes and finally, with its motto: "TRAINING/ VISIBILITY/ RECOGNITION/ EMPOWERMENT" of Latin American women in the fluvial-maritime, port and logistics sector.
