MAMLas AT THE HELM: CONTRIBUTING TO THE REGULATIONS FOR AQUATIC SPACES
In Venezuela, the National Institute of Aquatic Spaces - INEA, is the organization in charge of the compliance of the norms oriented to protect the safety of navigation and maritime traffic, in accordance with the sustainable development of the aquatic sector, actively promoting the preservation and protection of the environment.
In this organization, our Permanent Representative, Dr. Lizett Carrero, serves as Legal Consultant, with more than 7 years of professional experience in the maritime sector and more than 15 years in the environmental sector.
Lizett Carrero is a Lawyer, with a specialization in Public Management, and is currently pursuing a Master's Degree in Geopolitics of Aquatic Spaces at the School of Naval Tactical Studies.
She has collaborated in the drafting and revision of maritime and environmental laws, as well as in the development of other regulatory instruments. Member of the Commission for the reform of the laws of the aquatic sector within the framework of the Enabling Law: Decree with Rank, Value and Force of Organic Law of Aquatic Spaces, Law of Marinas and Related Activities and the General Law of Ports.
She has also participated in the coordination and drafting, together with the Commission of Environment, Natural Resources and Territorial Planning of the National Assembly, of the process of elaboration of the Organic Law of the Environment and the Law of Waters.
Likewise, she has represented the Government of the Bolivarian Republic of Venezuela in different forums, workshops and symposiums at national and international level in the maritime and environmental fields.
Within the activities developed throughout his career she has been:
- Teacher and Instructor in Diplomas in matters of Integral Water Management (2018) and Maritime Environmental (2017) organized by the Ministry of People's Power for Water Attention and the Public Prosecutor's Office at the National School of Prosecutors, respectively.
- Author of specialized articles on Maritime Environmental Law, being the last publication contained in the Commemorative book XX years of the Venezuelan Aquatic Legislation, in Tribute to the Memory of Julio César Sánchez-Vegas: "Public Policies, the Aquatic Sector and its Regulatory Framework".
For her experience and outstanding work in her professional career, she has received several awards. Special mention to the Medal Decoration "Maritime Authority" year 2022, and the Merchant Marine Ribbon in its Third Class, year 2018, among others.
