ECUADOR PARTICIPATES IN PORT STATE CONTROL TRAINING ORGANIZED BY THE IMO
In the city of Maceió, Brazil, the Port State Control (PSC) training, applied to Annex V of the MARPOL Convention, was carried out within the framework of the GloLitter project of the International Maritime Organization (IMO).
Ms. TNFG-GC Mayra Solano Alcívar, who is one of the Port State Control Officers of the Maritime Authority of Ecuador, participated in the activity that took place between December 4 and 6, 2024. This program was developed in a comprehensive manner, including how to effectively address the global problem of marine debris, highlighting the importance of rigorous implementation of PSC procedures as a key tool to reduce pollution.
Port State Control (PSC) is a fundamental process for ensuring maritime safety and environmental protection in domestic ports. This inspection is carried out on foreign vessels to verify that they comply with the requirements of international regulations. It also ensures that vessels are manned and operated in accordance with these standards, thus preventing possible accidents and reducing the risk of marine pollution.
PSC inspections act as a "second line of defense" against deficiencies in maritime transport, complementing the actions of the flag state. These inspections are essential to ensure that ships comply with international regulations and to prevent ships in poor condition from operating in national waters. Experience has shown that this inspection system is highly effective and contributes to improved safety at sea and compliance with environmental standards.
The International Maritime Organization (IMO) has endorsed this practice by adopting Resolution A.682(17), which promotes regional cooperation in the control of ships and discharges. This resolution encourages regional agreements between countries, which strengthens the implementation of PSC regulations and improves the global monitoring of shipping. Thus, the PSC not only plays a critical role in safety and environmental protection, but also strengthens international efforts to address shipping challenges more effectively.
