GUATEMALA SHARES PROGRESS ON THE MILITARY WOMEN POLICY IN THE SICA REGIONAL FORUM

The General Directorate of Human Rights and International Humanitarian Law of the Ministry of National Defense participated, together with CICAM Guatemala, ALINEA International, and the Central American Integration System (SICA), in a session to present and discuss the Military Women Policy of the Guatemalan Army. The event took place on December 15 and 16, 2025, at the headquarters of the SICA General Secretariat in San Salvador, El Salvador.

During the event, progress in implementing this policy was presented. The policy is designed to strengthen the participation, leadership, and professional development of Guatemalan military women, including those serving in maritime roles. This approach helped highlight the roles women fulfill across different specialties within the Armed Forces.

The participation of Navy Captain (DEMN) Flor de María Caballeros of Guatemala was highlighted, as she presented the main guidelines and scope of the policy, emphasizing its impact on women’s military careers.

“The Military Women Policy guarantees equal opportunities for women in all branches of the Armed Forces, regardless of specialty,” stated the Ministry of National Defense delegation during the meeting.

The event brought together officers from the Armed Forces of El Salvador, Honduras, and Guatemala, fostering the exchange of experiences and strengthening regional cooperation. SICA representatives emphasized that “this regional forum reaffirms the commitment of Central American countries to the training, leadership, and active participation of military women.”

The meeting helped strengthen institutional ties and opened new opportunities for joint work, in line with the principles of inclusion and the promotion of leadership and participation of women advanced by the MAMLa Network.
