The first Captaincy of the American continent was established in the city of Santo Domingo in 1511, under the name of Captaincy General of Santo Domingo, under the command of Don Diego Columbus. From this captaincy, the Spanish crown directed all the conquering expeditions of the Caribbean, until its subsequent transfer to the city of Cartagena de Indias.

During the Haitian occupation, some vessels dedicated to the transportation of merchandise operated in the Santo Domingo dock, 3 of them were made available for the formation of the first naval squadron of the nascent Navy (today the Dominican Republic Navy), staging the emblematic Tortuguero Naval Battle on April 15, 1844, with a victorious result. 

During the time of the Trujillo tyranny, the port captaincy of Santo Domingo had a great boom, thanks to the dynamization of maritime trade in relation to the export of sugar, bananas and other products, as well as the formation of the first Dominican merchant marine.

On August 21, 2019, through General Order No. 016-2019, of the General Commander, ARD, the current conformation of the Naval Command, Port Captaincy and Maritime Authority, ARD, was approved, as the body responsible for exercising functions under the River State, Flag State and Port State in the Dominican Republic.

As the National Maritime Authority, to ensure compliance with the Laws and International Agreements in the aquatic, coastal and port areas of the Dominican Republic, as a coastal State, Flag State and Port State.

To be recognized nationally and internationally as the leading captaincy in the control and surveillance of the activities carried out in the aquatic environment and the coastal-marine strip, through a modern and efficient management at the service of all users, ensuring a sustainable environment of safety and security.
