STRATEGIC AND LEGAL RELEVANCE OF WOMEN'S PARTICIPATION IN THE PARAGUAYAN NAVY AND ITS IMPACT AT INTERNATIONAL LEVEL

The incessant dynamics in the defense of the fluvial-maritime interests, which has as a necessary element the high level of professionalism of the naval personnel of the Paraguayan Navy, especially from the perspective of the participation of women, generates an extremely interesting scenario for the analysis that will be broken down below.

STRATEGIC RELEVANCE OF FEMALE PARTICIPATION IN THE PARAGUAYAN NAVY
Regarding the strategic element, women in the Paraguayan Navy are of substantial relevance, since they work in the different large units and component units of the Paraguayan Navy, such as in the operational, health, legal, administrative and financial, academic and research areas, to mention the most important ones, which undoubtedly results in complementarity and efficient work.

An event that took place in the year 2021 which confirms the commitment of the naval high command in relation to non-discrimination and empowerment of women with arguments within the Paraguayan Navy; was the appointment of the first woman Commander within the glorious Navy of the Republic of Paraguay, as well as the first Chief Engineer of the aforementioned Patrol Vessel.

The Command of the Paraguayan Navy understands that the participation of women in the different levels of leadership and in the professional development of the different functions in a synergic way, is a strategic and transversal aspect, generating definitively, better results in the different tasks that contribute efficiently to the fulfillment of the institutional mission.

LEGAL RELEVANCE OF FEMALE PARTICIPATION IN THE PARAGUAYAN NAVY
The Paraguayan Navy is committed to comply with the legal regulations in order to safeguard the rights and duties of women within the Institution, with the firm commitment to consolidate the participation of women at different levels, generating more opportunities for their specialization and training.

INTERNATIONAL IMPACT OF WOMEN'S PARTICIPATION IN THE PARAGUAYAN NAVY
In relation to the Sustainable Development Goals (SDGs), it is relevant to highlight SDG No. 5: "Achieve gender equality and empower all women and girls".

The International Maritime Organization (IMO), through its Gender Programme (IMO's Gender Programme), supports the participation of women both in positions ashore and on board ships.

The active participation of the Republic of Paraguay, through its representatives, in the Network of Women Maritime Authorities of Latin America (MAMLa Network), is a substantial element for the association and professional work of maritime and port women in the region, honoring in every project the Network's motto: "Empowerment - Visibility - Recognition - Empowerment". All this work is supported and recognized by the IMO, through the IMO Women in Maritime Program.

FINAL REMARKS
The Paraguayan Navy recognizes and translates into concrete and effective actions, the recognition of the invaluable participation and work of women in the Institution, analyzing and understanding that an Institution that inspires, motivates and generates opportunities for the access of women, is a propitious space to achieve gender equity, respect for human rights and efficiently achieve the mission of the Paraguayan Navy, through the professional and efficient work of its personnel, women and men, with a deep knowledge, experience, abilities, skills, in pursuit of naval traditions, with honor and neatness.
